Career assignments include: various duties as company and field grade officer, 1918-1942; Commanding Officer, Jackson Field, MS, 1942-1944. Retired April 1947. Died 15 January 1960, Lafayette, LA.

Personal papers relating to Foster's military career (1917-1945). Includes photographs from duty in Mexico, California, and Hawaii (1917-1922); of Mexico City and vicinity (1930); of western United States (1930); and of World War II assignments (1942-1945). Also includes photographs of Princess Juliana of the Netherlands' visit to Jackson Field (1943).
