Thomas S. Moorman, Jr., was born in Washington, D.C. In 1962, General Moorman received his bachelor's degree in history and political science from Dartmouth College and his commission as a distinguished military graduate from the Air Force Reserve Officer Training Corp. He completed his Master's degree in business administration from the Western New England College in Springfield, Massachusetts in 1972. In 1975, General Moorman received another master's degree in political science from Auburn University in Auburn, Alabama. The general served in an array of intelligence and reconnaissance related positions within the U.S. and worldwide. He was very involved in the planning and organizing for the establishment of the Air Force Space Command. General Moorman served as commander and vice-commander of the Air Force Space Command. He served as Vice Chief of Staff of the United States Air Force from July 1994 until his retirement in August of 1997.

General Moorman's personal papers collection contains official and unofficial correspondence, 33 notebooks from the period as Vice Chief of Staff, transcript of oral history interview, articles and news clippings, speeches, talking paper, two publications, book, magazine, e-mails, and hand-written notes.
